In the past five years, six federally declared flooding disasters have wreaked havoc in Houston — most notably Hurricane Harvey in 2017. Now, you might say Houston stands tall as a hub of resilience when it comes to disaster preparedness and myriad other pressing issues.

The Texas chapter of the American Planning Association recently honored Mayor Sylvester Turner's Resilient Houston initiative as the top entry in the resilience category of the chapter's annual awards program. In addition, Turner was just named chairman of the Resilient Cities Network.

With backing from Shell Oil Co., the City of Houston hired its first chief resilience officer, Marissa Aho, in 2019 and developed a multibillion-dollar resilience strategy to address threats from hurricanes, tropical storms, floods, and climate change. The plan also seeks to boost the resilience of Houston's economy, neighborhoods and natural resources.

"Our efforts need to be bold, transformative, and aligned to achieve the outcomes Houstonians deserve," Turner said in unveiling the resilience plan in February. "Resilient Houston is a framework for transformative change that comes from thinking and acting together to build and grow Houston's long-term resilience. We will need our partners and every Houstonian at the table to achieve this vision."

Dallas and El Paso also have resilience plans in place.

Houston's resilience effort outlines a number of ambitious goals, such as:

  • Updating city building codes and standards by 2030 to reduce damage from disasters.
  • Attracting or incubating 50 Energy 2.0 companies in the Houston area by 2025.
  • Planting 4.6 million new native trees by 2030.
  • Building at least 375,000 homes in Houston for all income levels by 2050.
  • Providing all Houstonians with easy access to high-frequency public transportation by 2050.

As explained by Rice University's Kinder Institute for Urban Research, hurricanes and floods are examples of "acute shocks" in terms of resilience. These are sudden, large-scale events that disrupt and endanger life. Other shocks include economic crisis, cyberattacks, terrorism, chemical disasters, and extreme heat.

The Kinder Institute points out that Houston's resilience strategy not only addresses these shocks but also takes on "chronic stresses" that hamper recovery from these shocks. Those stresses include poor air quality, health disparities, crime, economic inequality, urban sprawl, and limited access to education.

"Stresses do not impact every Houstonian the same way," says the institute, which helped develop the Resilient Houston project.

Startups participating in Houston's Ion Smart and Resilient Cities Accelerator are tackling many of the same challenges that Resilient Houston is. The accelerator's second cohort launched in April with six startups.

Funded by Microsoft Corp. and Intel Corp., the accelerator "is committed to solving challenges Houstonians face every day," Christine Galib, director of the accelerator, said in an April release. "We connect participating startups with mentors, partners, and stakeholders so they gain access to the resources they need to build, validate, and scale their technologies. Together, we are building a safer, smarter, and more accessible city for all Houstonians."

Houston's push for resilience meshes with Turner's new role as chairman of the Resilient Cities Network. The network is a global city-led nonprofit that aims to "empower cities to help them build a safe, equitable, and sustainable future for all."

"The reach, achievements, and vision of the Resilient Cities Network are impressive. I'm honored to be part of an organization that supports the critical needs of vulnerable communities by implementing projects that address multiple shocks and stresses and are improving the lives of people," Turner says in a release.

Among other goals, the network strives to strengthen local economies and bolster local campaigns to combat climate change.

Supported by $1.8 million from Shell, the City of Houston joined the Resilient Cities Network in August 2018. Houston is the U.S. headquarters for Shell.

"A year after Hurricane Harvey, Houstonians can clearly say we didn't let the storm get the best of us. Nevertheless, there's still work to be done across a wide range of challenges that we share as a community," Bruce Culpepper, who then was president and U.S. chairman of Shell, said in a 2018 release about his company's backing of Resilient Houston.

"Building long-term resiliency is much more than disaster response," Culpepper added. "It's about enabling the people of our city to thrive."

Houston software company closes a $16.3 million Series A

Innovapptive, a software-as-a-service company with clients in industrial industries, announced it closed on a $16.3 million Series A investment led by New york-based Tiger Global Management LLC. The company will use the funds for continued global growth. As of the raise's completion, company's valuation is now more than $65 million.

"We are connecting the enterprise by providing a platform that improves real-time data collaboration and communications between the field and back office. The communications and collaboration data are captured and converted into executive insights for continuous workforce optimization," says Sundeep Ravande, CEO and co-founder of Innovapptive, in a press release. "This additional capital will allow us to accelerate our strategy and development to transform the digital experience of the industrial worker to help increase revenues and margins for our customers."

TMCx opens its medical device cohort applications

Nesh closes Seed round of funding

The Siri of oil and gas, Hello Nesh Inc, has raised its first round of funding thanks to seed funding from Aristos Ventures and a LOOP contract with Equinor Technology Ventures. The funding will be used for new hires and expansion plans.

"Securing LOOP funding from ETV and seed funding from Aristos provides us with a unique mix of strategic knowledge and domain expertise, coupled with investment experience in digital technologies, artificial intelligence, and SaaS," says co-founder and CEO of Nesh, Sidd Gupta in a release. "This will enable us to further build Nesh's petrotechnical and natural language understanding and scale our business in the North America market."

ETV has chosen not to disclose the dollar amount of the round, however last fall Gupta at the Texas Digital Summit, Gupta announced that the company was seeking to close a $800,000 seed round. Read more about the company here.

Shell Oil Co. gives $2.5M to fund research, inform public policy at Rice University’s Baker Institute

Following a $2.5 million commitment from Shell Oil Co., the Center for Energy Studies at Rice University's Baker Institute for Public Policy has announced five-year research program to study the global energy system — including the policies, regulations, geopolitical forces, market developments and technologies.

"We are grateful for Shell's commitment to advancing the study of critical energy issues affecting our region, the nation and the world," says Baker Institute Director Edward Djerejian in a release. "This partnership with Shell furthers our mission to provide unbiased, data-driven analysis of factors that will shape our energy future with the aim of engaging policymakers, corporate leaders and the general public with the results."

Texas improves its ranking as an innovative state

Texas is slowly but surely moving on up as an innovative state. According to Bloomberg's newest U.S. State Innovation Index, Texas is the 17th best state for innovation. The study factors in six metrics: research and development intensity, productivity, clusters of companies in technology, "STEM" jobs, populous with degrees in science and engineering disciplines, and patent activity. Last year, the study found Texas at the No. 19 spot.

Texas' score was 60.1 — which is just over a point's difference from being in the top 15. It's also worth noting that the Lone Star State is the highest ranked in the south.

"What is most important is the construction and catalyzation of super vibrant advanced industry sectors and clusters in a state," says Mark Muro, a senior fellow at Brookings, a think tank in Washington DC, to Bloomberg. "Commercialization has not been a top priority of universities in the heartland, especially in the South."

BBL reverse pitch contest extends deadline

Houston-based Sysco Corp. — along with Amazon Web Services — is hosting its first-ever, university student-led hackathon event. The one-day competition takes place on Friday, April 19, from 8 am to 5 pm at the new Houston office of AWS ( 825 Town & Country Lane, 10th floor).

The student teams with focus on four hypothetical themes in Sysco's business landscape, including a spend management platform enhancing the customer shopping experience, identifying locally grown foods, proof of purchase technology, and a "best before" portal to streamline expiration data.

Houston cleantech, space startups named to World Economic Forum cohort

Two Houston-based startups have been selected to join the World Economic Forum's Technology Pioneers community.

The two-year program aims to help mission-driven, early-stage start-ups scale their innovations through multi-stakeholder initiatives, co-creating partnerships and other gatherings for community members. One-hundred startups are selected each year from around the globe, this year hailing from 23 countries and working in AI, energy, space, biotech markets and more.

Cleantech startup Vaulted Deep was one of 11 energy and climate companies to be named to the cohort. Julia Reichelstein and Omar Abou-Sayed founded the company in 2023. Its technology injects excess organic waste underground to remove carbon dioxide from the atmosphere.

Last year, Vaulted Deep inked a 12-year deal with Microsoft to remove up to 4.9 million metric tons of carbon dioxide from the environment.

The startup has earned several accolades in recent years, including a No. 3 spot on Fast Company’s list of the World’s Most Innovative Companies of 2026. It was also recently named to market intelligence and advisory firm Cleantech Group's annual Global Cleantech 100 list for a second year in a row.

"Waste management is one of the world's great invisible infrastructure systems ... The need for new infrastructure is growing as disposal challenges become more complex and regulations evolve. Vaulted is building the first new disposal pathway for organic waste in decades by putting it deep underground, permanently," the company shared in a LinkedIn post. "This year, we're joining the World Economic Forum's 2026 Tech Pioneers alongside innovators working on the many interconnected challenges shaping our future."

Houston-based Venus Aerospace was also selected to join the cohort, along with six other spacetech companies. The company was founded in 2020 by Sassie and Andrew Duggleby.

The startup specializes in next-generation rocket engine propulsion as a cleaner alternative to traditional combustion engines. The company's rotating detonation rocket engine (RDRE) burns fuel more efficiently and completed a successful high-thrust test flight last year. Venus says it’s the only company in the world that makes a flight-proven, high-thrust RDRE with a “clear path to scaled production.”

"Frontier technologies matter most when they expand what people, industries, and nations can do," Sassie Duggleby, co-founder and CEO of Venus, said in a news release. "For Venus, RDRE does not just represent a more efficient engine. It is a foundation for faster movement, more capable space systems, and new forms of connectivity across the planet. Being named a Technology Pioneer validates the potential of this technology to help shape a future where distance is less limiting."

Houston Methodist receives record $110M gift, names future tower

Houston Methodist has received the largest gift in the health system's history to establish new funds for neurological, neuroscience, and women’s health research and treatment.

The $110 million gift comes from Houston-based The Brockman Medical Research Foundation, which supports education and research in the science, medicine and healthcare fields. In response, Houston Methodist announced that it will name its forthcoming 26-story hospital facility the Brockman Centennial Tower.

The tower’s entrance will be named the Anna Margaret Bellows Centennial Hall to honor Anna Margaret Bellows, a young camper who died during the Camp Mystic flooding last summer.

“This extraordinary gift accelerates discovery and transforms how care is delivered,” Dr. Marc Boom, president and CEO of Houston Methodist, said in a news release. “We are grateful to The Brockman Medical Research Foundation for its incredible generosity and vision that will help change the lives of generations of patients. Naming Centennial Tower in recognition of this gift reflects the scale of this commitment and its impact on the future of neuroscience, neurological care and women’s health.”

The gift will be divided into two parts:

  • $100 million will go toward creating an innovation fund within the Houston Methodist Academic Institute and the Houston Methodist Neurological Institute
  • $10 million will be devoted to Houston Methodist's Department of Obstetrics and Gynecology

“This tremendous gift will accelerate translational research that broadens our understanding of neurological and other diseases,” Dr. Jenny Chang, president and CEO of the Houston Methodist Academic Institute, added in the release. “It will allow us to leverage state-of-the-art platforms to detect, diagnose and deliver therapeutics, keeping patient care at the center of our mission.”

The Brockman Centennial Tower is expected to open next year in the Texas Medical Center. Spanning more than 1 million square feet, it will house 400 patient beds, an expanded emergency department, new operating rooms and a rooftop garden. It will be connected to Houston Methodist's flagship Paula and Joseph C. “Rusty” Walter III Tower, which opened in 2018. The Centennial Tower was estimated to cost $1.4 billion when announced in 2022.

In addition to the news of the Brockman gift, Houston Methodist also announced this month that it has launched the Houston Methodist Center for Cell and Gene Therapy and tapped an internationally recognized scientist as its leader.

The new center is focused on discovering and developing innovative and cost-effective therapies for a variety of congenital and acquired diseases, including cancer, HIV and cardiovascular disease.

Dr. Malcolm Brenner has been named as the center's inaugural leader and will assume the role starting in October. He will work alongside scientists and support staff from Baylor College of Medicine and Texas Children's Hospital.

Brenner is a professor of pediatrics, medicine, molecular and human genetics and translational biology at Baylor College of Medicine. He is known for making early advances in using bone marrow transplantation as a form of cell therapy and in engineered immune-cell treatments for cancer and infections, according to a release from Houston Methodist.

“Malcolm Brenner is a pioneer in the field of cell and gene therapy and is uniquely qualified to lead Houston Methodist’s research efforts in this field,” Chang added. “His vision and leadership will play a pivotal role in advancing our work in this space.”
