A Houston-area project got the green light as one of the seven regions to receive a part of the $7 billion in Bipartisan Infrastructure Law funding to advance domestic hydrogen production.

President Joe Biden and Energy Secretary Jennifer Granholm named the seven regions to receive funding in a White House statement today. The Gulf Coast's project, HyVelocity Hydrogen Hub, will receive up to $1.2 billion — the most any hub will receive, per the release.

“As I’ve stated repeatedly over the past years, we are uniquely positioned to lead a transformational clean hydrogen hub that will deliver economic growth and good jobs, including in historically underserved communities," Houston Mayor Sylvester Turner says in a news release. "HyVelocity will also help scale up national and world clean hydrogen economies, resulting in significant decarbonization gains. I’d also like to thank all the partners who came together to create HyVelocity Hub in a true spirit of public-private collaboration.”

Backed by industry partners AES Corporation, Air Liquide, Chevron, ExxonMobil, Mitsubishi Power Americas, Ørsted, and Sempra Infrastructure, the HyVelocity Hydrogen Hub will connect more than 1,000 miles of hydrogen pipelines, 48 hydrogen production facilities, and dozens of hydrogen end-use applications across Texas and Southwest Louisiana. The hub is planning for large-scale hydrogen production through both natural gas with carbon capture and renewables-powered electrolysis.

The project is spearheaded by GTI Energy and other organizing participants, including the University of Texas at Austin, The Center for Houston’s Future, Houston Advanced Research Center, and around 90 other supporting partners from academia, industry, government, and beyond.

“Prioritizing strong community engagement and demonstrating an innovation ecosystem, the HyVelocity Hub will improve local air quality and create equitable access to clean, reliable, affordable energy for communities across the Gulf Coast region,” says Paula A. Gant, president and CEO of GTI Energy, in a news release.

According to the White House's announcement, the hub will create 45,000 direct jobs — 35,000 in construction jobs and 10,000 permanent jobs. The other selected hubs — and the impact they are expected to have, include:

  • Tied with HyVelocity in terms of funding amount, the California Hydrogen Hub — Alliance for Renewable Clean Hydrogen Energy Systems (ARCHES) — will also receive up to $1.2 billion to create 220,000 direct jobs—130,000 in construction jobs and 90,000 permanent jobs. The project is expected to target decarbonizing public transportation, heavy duty trucking, and port operations.
  • The Midwest Alliance for Clean Hydrogen (MachH2), spanning Illinois, Indiana, and Michigan, will receive up to $1 billion. This region's efforts will be directed at optimizing hydrogen use in steel and glass production, power generation, refining, heavy-duty transportation, and sustainable aviation fuel. It's expected to create 13,600 direct jobs—12,100 in construction jobs and 1,500 permanent jobs.
  • Receiving up to $1 billion and targeting Washington, Oregon, and Montana, the Pacific Northwest Hydrogen Hub — named PNW H2— will produce clean hydrogen from renewable sources and will create over 10,000 direct jobs—8,050 in construction jobs and 350 permanent jobs.
  • The Appalachian Regional Clean Hydrogen Hub (ARCH2), which will be located in West Virginia, Ohio, and Pennsylvania, will tap into existing infrastructure to use low-cost natural gas to produce low-cost clean hydrogen and permanently and safely store the associated carbon emissions. The project, which will receive up to $925 million, will create 21,000 direct jobs—including more than 18,000 in construction and more than 3,000 permanent jobs.
  • Spanning Minnesota, North Dakota, and South Dakota, the Heartland Hydrogen Hub will receive up to $925 million and create around 3,880 direct jobs–3,067 in construction jobs and 703 permanent jobs — to decarbonize the agricultural sector’s production of fertilizer, decrease the regional cost of clean hydrogen, and advance hydrogen use in electric generation and for cold climate space heating.
  • Lastly, the Mid-Atlantic Clean Hydrogen Hub (MACH2), which will include Pennsylvania, Delaware, and New Jersey, hopes to repurposing historic oil infrastructure to develop renewable hydrogen production facilities from renewable and nuclear electricity. The hub, which will receive up to $750 million, anticipates creating 20,800 direct jobs—14,400 in construction jobs and 6,400 permanent jobs.

These seven clean hydrogen hubs are expected to catalyze more than $40 billion in private investment, per the White house, and bring the total public and private investment in hydrogen hubs to nearly $50 billion. Collectively, they aim to produce more than three million metric tons of clean hydrogen annually — which reaches nearly one third of the 2030 U.S. clean hydrogen production goal. Additionally, the hubs will eliminate 25 million metric tons of carbon dioxide emissions from end uses each year. That's roughly equivalent to annual emissions of over 5.5 million gasoline-powered cars.

“Unlocking the full potential of hydrogen—a versatile fuel that can be made from almost any energy resource in virtually every part of the country—is crucial to achieving President Biden’s goal of American industry powered by American clean energy, ensuring less volatility and more affordable clean energy options for American families and businesses,” U.S. Secretary of Energy Jennifer M. Granholm says in the release. “With this historic investment, the Biden-Harris Administration is laying the foundation for a new, American-led industry that will propel the global clean energy transition while creating high quality jobs and delivering healthier communities in every pocket of the nation.”

HyVelocity has been a vision amongst Houston energy leaders for over a year, announcing its bid for regional hydrogen hub funding last November. Another Houston-based clean energy project was recently named a semi-finalist for National Science Foundation funding.

What to know about the new emission inspection to register your car in Texas

Texas vehicle owners no longer need to obtain a safety inspection prior to vehicle registration. House Bill 3297, which went into effect January 1 and passed during the 88th Legislature in 2023, eliminates the safety inspection program for non-commercial vehicles.

Under the new law, the $7.50 fee that drivers had to pay as a safety inspection fee has not gone away. It now appears on your registration notice under a new name: "Inspection Program Replacement Fee."

This name change comes courtesy of the legislature, who want to keep collecting this fee because the funds go to state programs such as construction and expansion of state highways — funds they previously collected from the Safety Inspection Fee.

And while the safety inspection is gone, state law will still require that drivers in 17 counties must pass an "emission inspection" on vehicles that are 2 to 24 years old, in order to get your vehicle registered.

But what does an "emissions inspection" mean?

The Texas Department of Public Safety (DPS) details the following changes:

Until December 31, 2024, safety inspections were required for vehicle registration in all 254 counties. Since January 1, 2025, noncommercial vehicles in Texas are no longer be required to have an annual safety inspection. Instead, vehicles have to get an emissions inspection on gasoline-powered vehicles that are 2 to 24 years old.

What is no longer going to be "inspected"?
Texas Transportation Code §548.051 specifies the list of old-school inspection items which will no longer be checked. Moving forward, they will no longer be checking: tires, wheel assembly, safety guards, safety flaps, brakes, steering, lighting, horns, mirrors, windshield wipers, sunscreening devices, and front seat belts in vehicles on which seat belt anchorages were part of the manufacturer's original equipment.

What still is inspected are listed as "Items 12–15": exhaust system, exhaust emissions system, fuel tank cap, and emissions control equipment. These are now part of the emissions inspection process in 17 counties.

Those 17 counties where this is relevant include:

  • DFW: Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall, and Tarrant
  • Houston: Brazoria, Fort Bend, Galveston, Harris, and Montgomery
  • Austin: Travis and Williamson
  • El Paso County

Beginning on November 1, 2026, emissions inspections will be required for vehicles registered in Bexar County.

Where will emissions inspections be obtained?
Emissions inspections can be obtained at DPS-certified vehicle inspection stations in the 17 emissions counties. These are the exact same inspection locations we've been going to all along, when it was called a safety inspection. Emissions inspections are not available in the other 237 Texas counties.

What is the estimated cost of an emissions inspection?
Vehicle owners are required to pay an emissions inspection fee of $2.50 annually to the Texas Department of Motor Vehicles (TxDMV) at the time of registration. The actual fee you'll pay at the inspection station (as listed on TCEQ’s website) will be $25.50. Just like the former "safety inspection" fee.

In short: There is little that's changing about the entire inspection process, except they won't bother making you honk your horn.

Houston space tech co. revises timeline for commercial space station development with NASA partnership

Houston-based Axiom Space is accelerating its development of a commercial space station.

NASA awarded Axiom a contract in January 2020 to develop a space station for commercial use. Initially, the station was supposed to be attached to the International Space Station. Later, it was supposed to become a free-flying space station in low-earth orbit before retirement of the current space station in 2030.

In coordination with NASA, Axiom Space has modified the plan.

Initially, Axiom planned to attach its first module, Habitat 1, to the space station, followed by three additional modules. Under the new scenario, the payload, power, and thermal modules will be launched first. This will enable the modules to join the current space station as early as 2028, becoming a free-flying station called Axiom Station.

“The International Space Station has provided a one-of-a-kind scientific platform for nearly 25 years,” says Dana Weigel, manager of the International Space Station program at NASA’s Johnson Space Center.

“As we approach the end of [the] space station’s operational life," she continues, "it’s critically important that we look to the future of [low-earth orbit] and support these follow-on destinations to ensure we continue NASA’s presence in microgravity, which began through the International Space Station.”

In free flight, Axiom will continue assembling the commercial destination, adding the Habitat 1 module, an airlock, the Habitat 2 module, and a research and manufacturing lab.

“We were ready to answer the call when NASA asked us to relook at our space station development plan,” Mark Greeley, Axiom Space COO and Axiom Station program manager, says in a statement from Axiom. “Our ongoing assessment of the assembly sequence revealed opportunities for flexibility and enhancements. With the International Space Station needing to protect for the ability to accommodate a deorbit vehicle on station, we were able to accelerate this work to support the program’s requirements.

“NASA has been extremely collaborative and supportive of the new plan as it addresses its deorbit operational concerns and preserves critical capabilities currently utilized on the International Space Station,” he adds. “This revised approach not only aligns with U.S. objectives but also delivers immediate value for our customers and investors.”

The Axiom's Payload Power Thermal Module primary structure is being constructed by Thales Alenia Space in Turin, Italy, and then moved to Houston by fall 2025, where the rest of the internal structure and systems will be integrated at Axiom Space facilities.

“Working with leading experts like Thales Alenia, who have a proven record in module development and a strong relationship with NASA, is integral to our operations and vision," Tejpaul Bhatia, Axiom Space chief revenue officer, says.

“By engaging and integrating with a network of partners from around the world, we access cutting-edge technologies and innovative solutions that enhance our capabilities and supply chain,” Bhatia adds. “Our customer base is truly global, including governments, private entities, and research institutions. This diversity enables us to meet a wide range of needs and reinforces our belief that space exploration is a collective endeavor for the benefit of all of humanity.”
