Texans love to joke about how many Californians are moving here, but a rising trend in Texas residents' relocation habits may have Californians saying the same thing about Texans soon.

A new U.S. Census report analyzing state-to-state migration has revealed new estimates regarding Texas' growing population in 2022. According to the report, more than 668,000 new residents relocated to Texas from out-of-state last year.

Not surprisingly, the highest number of new Texans hailed from California. More than 102,000 Californians made the move to the Lone Star State in 2022.

But in a fun population twist, California also received the most Texpats in 2022, the report showed, followed closely behind by Florida, then Oklahoma. Of the 494,077 people who left Texas last year, 42,279 went to California.

Why Californians move to Texas
Californians often seek out a lower cost of living by moving to the most "affordable" cities in the state. Houston has shown to be at the top of the priority destination list; Dallas usurped Austin as the No. 1 city for California movers earlier this year. And when a California transplant can save more than $646,000 by moving to Texas and buying a home in Houston, it's not hard to see the appeal

Other reasons for the California-to-Texas exodus include the lack of income tax and the flexibility of remote work opportunities, they say.

While California took the lead with the most new movers flocking to Texas, Floridians are also choosing to pack up and leave their Sunshine State for the Lone Star State, the report says.

The top 5 states with the most residents moving to Texas in 2022 were:

  • California – 102,442 new residents
  • Florida – 41,747 new residents
  • New York – 30,890 new residents
  • Illinois – 25,272 new residents
  • Louisiana – 25,192 new residents

Where Texans are moving
The Census report showed that less than half a million Texas residents relocated out-of-state last year, totaling 494,077 people.

"Texas had the country's lowest (11.7 percent) outmigration rate, with most of those who did move relocating to California (42,479) or Florida (38,207)," the report said.

The top five states where Texans moved in 2022 were:

  • California – 42,279 Texans
  • Florida – 38,207 Texans
  • Oklahoma – 26,440 Texans
  • Colorado – 25,466 Texans
  • Georgia – 23,754 Texans

New Texans from abroad
In addition to state-by-state migration data, the report also provided estimates for how many new Texans came from abroad. Out of 237,051 new residents, the majority – 233,751 people – relocated from outside the mainland last year.

About 2,441 people moved from Puerto Rico, and 859 arrived from unspecified U.S. island areas.

Texas has been a magnet for international homebuyers for several years. The state has held its position as the third hottest U.S. housing market for international homebuyers for the fourth consecutive year in 2023. A total of 9,900 Texas homes were purchased by buyers from outside the U.S last year, spending a gigantic sum of $4.3 billion.

Houston named 4th most populous city in U.S. — with the greatest housing growth — in new Census report

Houston is the fourth most populous U.S. city, and saw the ninth largest numeric population gain of any U.S. city in 2022, according to the U.S. Census Bureau's latest findings.

From July 2021 to July 2022, Houston added 11,223 new residents, bringing its total population to 2,302,878. By comparison, San Antonio (population just under 1.5 million) is the seventh largest.

Harris County also led the way with the highest numeric gains for housing units in the nation, at 32,694, coinciding with recent reports deeming Houston the most active real estate market within the last decade.

Together, Houston-The Woodlands-Sugar Land ranked No. 5 in the list of the 10 most populous U.S. metro areas (as opposed to the cities, themselves). Dallas-Fort Worth-Arlington ranked one place higher at No. 4.

Texas cities and towns dominated every list in the new Census Bureau report. "Texas was the only state that had more than three cities on both the 15 fastest-growing large cities and towns by numeric change and by percent change lists," the report says.

Fastest-growing cities
Six out of the 15 fastest-growing cities in the United States are in Texas, and with one Houston suburb – Conroe – landing at No. 11. Conroe had an 6.3 percent population increase from July 2021 to July 2022, bringing the city's total population just over 101,400.

The north Austin suburb of Georgetown had the highest growth rate in the nation, at 14.4 percent, bringing the city's total population to more than 86,500 residents. Surrounding Austin suburbs Kyle and Leander landed in No. 3 and No. 4 with the same population growth rate of 10.9 percent.

The not-so-little Dallas suburb Little Elm zoomed all the way up to No. 5 with an 8 percent population increase, bringing the city's total population to more than 55,300 residents. New Braunfels, which is outside San Antonio, came in at No. 13.

  • No. 15 – Medford, Massachusetts
Largest population increases
When it comes to most populous cities overall, Texas takes five of the 15 top spots with Houston claiming No. 1 in the state. After Houston's No. 4 national rank with its population of over 2.3 million, San Antonio earned No. 7 with over 1.47 million residents, and Dallas at No. 9 with just under 1.3 million residents. Austin barely made it into the top 10 with over 974,000 residents, and Fort Worth ranked No. 13.

Greatest housing growth
The report also discovered that housing inventory skyrocketed by 1.6 million units between 2021 and 2022. Texas had the third fastest housing growth with a rate of 2.3 percent, versus Utah, which had the fastest growth at 3.3 percent.

In addition to Harris County, the only other Texas county that made the top five for the highest housing growth was Travis (No. 3).

Houston innovation hub announces first cohort for energy-focused accelerator

Energytech Nexus, a Houston-based hub for energy startups, has named its inaugural cohort of 14 companies for the new COPILOT accelerator.

COPILOT partners with Browning the Green Space, a nonprofit that promotes diversity, equity and inclusion (DEI) in the clean energy and climatech sectors. The Wells Fargo Innovation Incubator (IN²) at the National Renewable Energy Laboratory backs the COPILOT accelerator.

The eight-month COPILOT program offers mentorship, training and networking for startups. Program participants will be tasked with developing pilot projects for their innovations.

Two Houston startups are members of the first COPILOT class:

  • GeoFuels, housed at Houston’s Greentown Labs, has come up with a novel approach to hydrogen production that relies on geothermal power and methane decomposition.
  • PolyQor, which converts plastic waste into eco-friendly construction materials. Its flagship EcoGrete product is an additive for concrete that enhances its properties while reducing carbon emissions. PolyQor’s headquarters is at Houston’s Greentown Labs.

Other members of the COPILOT cohort are:

  • Birmingham, Alabama-based Accelerate Wind, developer of a wind turbine for commercial buildings.
  • Ann Arbor, Michigan-based Aquora Biosystems, which specializes in organic waste biorefineries.
  • Phoenix-based EarthEn Energy, a developer of technology for thermo-mechanical energy storage.
  • New York City-based Electromaim, which installs small hydro-generators in buildings’ water systems.
  • Chandler, Arizona-based EnKoat, an advanced materials company whose flagship product, the IntelliKoat System, is a patented two-layer thermal and weather barrier roof coating for flat and low-slope commercial buildings.
  • Calgary, Canada-based Harber Coatings, which manufactures electroless nickel coating and electroless nickel plating.
  • Dallas-based Janta Power, which designs and makes 3D solar towers.
  • Miami-based NanoSieve, a developer of gas remediation technology.
  • Palo Alto, California-based Popper Power, which has developed a platform that turns streetlight networks into resilient, maintenance-free distributed charging infrastructure.
  • Buffalo, New York-based Siva Powers America, developer of small wind turbines for farms, utility companies and others with annual energy needs of 300,000 to 2 million kilowatt-hours.
  • Los Angeles-based Thermoshade, which specializes in cooling panels for outdoor environments.
  • Waukesha, Wisconsin-based V-Glass, Inc., developer of a vacuum-insulated glass for affordable high-efficiency windows.

“These startups reflect the future of energy access and resilience innovation,” said Juliana Garaizar, founding partner of Energytech Nexus. “By connecting them directly with partners through COPILOT, we’re helping them overcome the ‘pilot gap’ to build solutions that scale.”

The startups will run pilot projects along the Gulf Coast for their inventions.

Rice University's top innovation exec leaving for new role at UVA

Paul Cherukuri, Rice University's top innovation executive, responsible for some of Rice’s major innovative projects like the Rice BioTech LaunchPad and Rice Nexus, will leave the university next month to accept a position at the University of Virginia.

Cherukuri, Rice’s first vice president for innovation and chief innovation officer, will become the University of Virginia’s Donna and Richard Tadler University Professor of Entrepreneurship and the school's first chief innovation officer, according to a release from Rice. Cherukuri, who has served for more than 10 years at Rice, plans to depart his current position on Sept. 30.

Adrian Trömel, associate vice president for innovation strategy and investments at Rice, will serve as interim vice president for innovation and chief innovation officer after Cherukuri departs, and as the university starts an international search for his replacement.

“We appointed Paul to build an ambitious and high-functioning innovation operation, and he has succeeded remarkably in short order,” Rice President Reginald DesRoches said in the release. “In every area, from technology translation and startup creation to commercialization and entrepreneurship training, he has led the effort to vastly improve our structure, operations and relationships. He has contributed immensely both to our strategies and their implementation across numerous areas, and we’ll miss him greatly.”

Cherukuri is a physicist, chemist and medical technology entrepreneur, and has been a member of DesRoches’ leadership team since 2022. Cherukuri served as executive director of Rice’s Institute of Biosciences and Bioengineering from 2016 to 2022, where he helped in the development of interdisciplinary translational research partnerships with federal and corporate agencies. His work helped earn nearly $37 million in funding for accelerating the development of new technologies into commercial products. In the energy transition field, Cherukuri led a $12.5 million partnership with Woodside Energy to transform greenhouse gases into advanced nanomaterials for next-generation batteries and transistors.

Initiatives the Rice Biotech Launch Pad, an accelerator focused on expediting the translation of the university’s health and medical technology; RBL LLC, a biotech venture studio in the Texas Medical Center’s Helix Park dedicated to commercializing lifesaving medical technologies from the Launch Pad; and Rice Nexus, an AI-focused "innovation factory" at the Ion; were all launched under Cherukuri’s leadership. With his work at the Ion, Cherukuri also led the announcement of a partnership with North America’s largest climate tech incubator, Greentown Labs.

“I am proud of the relentless innovative spirit we have built for Rice in Houston and around the world,” Cherukuri said in the release. “I look forward to bringing new energy and vision to UVA’s efforts in this critical space for our country, its success and future.”

UH scientists develop new flood scale for Houston weather resource

One of the selling points of Houston's Space City Weather (SCW) blog and app has always been its hype-free forecasts. Meteorologists Matt Lanza and Eric Berger inform and soothe the 5 million annual visitors to the site in search of information about the latest weather events around Houston — without hyperbole.

But when severe weather alerts happen, how can SCW reach people in the Greater Houston area in such a way that they know it is time to take action and seek shelter? And when they do, will people understand the best actions to take?

To communicate information with the proper sense of urgency, SCW partnered with University of Houston Professor of Psychology Steven Paul Woods and doctoral student Natalie C. Ridgely to test out the effectiveness of messaging and a new flood scale.



“My lab does work on how people access, understand, and use health information, so I thought we could adapt some of that ongoing work and our expertise in psychological science to answer questions about weather communication, and help keep Houstonians informed and safe,” said Woods.

Woods, Ridgely, and their team recruited 100 Gulf Coast residents for a study and then presented them with weather forecasts that ranged in severity. One group reviewed the previous flood scale model used by Space City Weather that Lanza and Berger felt wasn't conveying enough urgency and information, and another reviewed a new enhanced scale that focused on predictive consumer behavior.

By framing the flood scale in terms of what people should expect to do (fuel vehicles, identify safety routes, etc.), they noticed users were more likely to actually perform preparations.

"People in the weather-protective cue group did a better job of planning for the storms,” said Woods. “We were able to improve flood-protective plans for the people who were at greatest risk of being unprepared.”

SCW has already implemented the new scale on its site as Houston moves further into Atlantic hurricane season. This change will hopefully fulfill SCW's goal of giving residents access to clear information to help them make safety decisions regarding the weather. Each entry on the 1-5 scale offers a simple checklist of safety behaviors, from encouraging the monitoring of emergency frequencies to preparing to move to higher ground. It's simple, but in disastrous situations, sometimes people need to be reminded clearly of simple tasks.

“Frankly, it feels great to be able to expand the Space City Weather Flood Scale to help people take action,” said Lanza.

“One of my biggest concerns about the scale was that we came up with it ourselves, which is fine in a vacuum. But as a scientist, I wanted us to make sure we were pushing out something that was adding value to storm prep, not adding confusion. Does it pass the test of being meaningful and scientifically sound? And who better to help solidify that than an expert in psychology?”
