The Houston area is benefitting from national funding that will be dedicated to creating female-focused resource centers across the country.

The United States Small Business Administration announced grant funding to launch 20 new Women's Business Centers (WBC) across the country. The centers, which are slated to go into rural and underserved markets, will also be partnering with Historically Black Colleges and Universities.

With the funds from the grant and through a partnership with the Greater Houston Women's Chamber of Commerce, the new center will rise in Northeast Houston to serve the Montgomery, East Harris and Chambers' Counties.

"We are incredibly excited that an organization as prominent as the Greater Houston Women's Chamber of Commerce is joining the SBA team," says Tim Jeffcoat, director if the SBA in Houston. "We are looking forward to working with them to empower women-owned businesses in Houston to reach new heights of success."

These new efforts represent the largest expansion of the WBC program in its 30-year existence.

"We are thrilled to partner with the SBA in opening another Women's Business Center, providing resources and tools for our region's women-led organizations to launch and expand," says Suzan Deison, CEO, president and founder of the Greater Houston Women's Chamber of Commerce. "We are honored the SBA chose to partner with us to expand needed services in Montgomery, East Harris & Chambers' counties, especially during these challenging times."

The SBA has 136 centers open across the country, and each offers business counseling, training, networking, workshops, and more to area female entrepreneurs.

"Opening the doors to the new Women's Business Centers is crucial to the vitality of women-owned small business owners. This network expansion will provide female entrepreneurs with the resources they need to start, grow, and expand their businesses," says Associate Administrator for the Office of Entrepreneurial Development Allen Gutierrez. "We look forward to the continued success of the WBC program as it contributes to the overall health of our economy and creates jobs in their local communities."

According to the release, the timing of these new centers is especially important as entrepreneurs continue to be challenged amid the COVID-19 pandemic.

"Over the past several months, we have seen Women's Business Centers provide aid to our nation's innovative and determined entrepreneurs, allowing countless small business owners to pivot with confidence to stay afloat during the pandemic," says SBA Administrator Jovita Carranza. "Expanding the WBC program is part of this Administration's longstanding commitment to the success of female entrepreneurs and women-owned small businesses. Adding these new Women's Business Centers to the already existing network of centers across America will boost timely resources to our nation's female economic drivers, providing them with local training and counseling."

Houston falls behind other Texas cities in report ranking best tech hubs

In a recent report analyzing metrics for best cities for tech hubs, Houston failed to crack the top 20 — unlike a few other Texas cities.

The new report, "The Top Tech Cities in the US: Ranking 100 Cities in 2024," by online security experts Cloudwards, examined 100 tech-reliant cities in the nation across 17 key indicators, including salaries for information technology professionals, a city's cost of living, internet quality, job opportunities and tech-related companies, and more.

Austin is the No. 7 best tech city in the nation, yet somehow not the best in Texas; The Dallas suburb of Plano outshone the capital city at No. 4, and its neighbor Frisco came in at No. 10. Houston, however, came in at No. 22.

Here's how Houston stacked up in the major categories in the study:

  • No. 13 – Cost of Living and Tech Salaries

  • No. 44 – Innovation and Entrepreneurship

Austin's spot in No. 7 behind Plano's No. 4 might be surprising, but, according to the report, the Texas capitol's higher cost of living is to blame.

"Texas’s capital, Austin is a good place for startups since it’s easy to find top talent, initial capital and inexpensive office space," wrote the report's author. "However, due to the rapid rise in population (3 percent between 2021 and 2022), the cost of living has increased and access to good real estate has become more costly. Even so, the city’s distinct culture, access to educational opportunities and work-life balance continue to make Austin a popular choice for many IT professionals."

With many employers still embracing remote work, having a good wifi connection can make or break a person's ability to work from home. It seems that helped Plano get a leg up on Austin; 96 percent of Plano households have internet access, which was the single best connection rate of any city in the study. Austin didn't make the top five — but at least it didn't make the bottom five either.

Frisco also topped out in one category in particular, earning the title as "the most livable city in the U.S." according to Cloudwards.

Average salaries for IT professionals in Frisco come out to about $95,516 annually, which is only a $217 difference from Plano at $95,733. Given Austin's middling rank on the list above, no data was shared.

Central Texas didn't have much representation on the list. Although there were several North Texas suburbs, the only city near Austin was San Antonio, which came in at No. 18. It was the "Innovation and Entrepreneurship" category that brought it down, ranking No. 72.

Nationally, the cities that round out the top five most tech-savvy cities in the U.S. are:

  • No. 1 – New York City, New York
  • No. 2 – Washington, D.C.
  • No. 3 – San Francisco, California
  • No. 4 – Plano, Texas
  • No. 5 – Jersey City, New Jersey

Texas approves land-swapping deal with SpaceX as company hopes to expand rocket-launch operations

SpaceX would acquire public land in Texas to expand its rocket-launch facilities under a tentative deal that is moving forward after months of opposition from nearby residents and officials near the U.S.-Mexico border.

The tentative land-swapping deal moved forward this week when the Texas Parks and Wildlife Commission unanimously voted in favor of swapping 43 noncontiguous acres from Boca Chica State Park with SpaceX, which would give the state 477 acres about 10 miles south of the park near Brownsville, Texas.

Some of the 43 contested acres are landlocked with no public access but with protected plant and animal species. Although SpaceX is proposing swapping the public land for 477 acres, it has not yet purchased that property. None of the land in the deal has beach access, but the 43 acres sit near protected federal land and lagoons that stretch along the coast.

“Through this transaction we are guaranteeing the conservation of 477 acres, which would otherwise potentially be developed into condominiums or strip centers,” Jeffery D. Hildebrand, the Texas Parks and Wildlife Commission chairman appointed by Gov. Greg Abbott, said at the meeting's close.

The deal started in 2019 as a conversation between the state and SpaceX. But it was finally worked out in 2023, said David Yoskowitz, the Texas Parks and Wildlife Department's executive director.

People sent over 2,300 letters to the department to voice their opinion. Although the majority, 60%, were opposed, the department recommended the state vote in favor of the deal, which had the support from the Democratic state senator for the area, the comptroller and the Texas General Land Office commissioner.

Dozens of people traveled up to the Monday's meeting in the state capital of Austin to voice their support or discontent with the plan.

Cyrus Reed, the legislative and conservation director with the Lone Star chapter of the Sierra Club, was among those opposing the deal.

“We think, as an alternative, if we think the 477 acres are valuable, go and buy it. We the voters of Texas have given you money to purchase valuable land," Reed said, referring to the state's Centennial Parks Conservation Fund.

In November, voters approved the establishment of the fund, creating the largest endowment for park development in Texas history.

“And remember the precedent you’re setting," Reed said. "If you approve this deal, that means every industrialist, everyone who has an interest in expanding is going to look at this and say, ‘Where can I go find some land that I can exchange to continue to pollute and hurt other land?’ So, that’s not a net benefit for Texas.”

SpaceX Starbase general manager Kathryn Lueders attended the meeting and said she has seen wildlife coexist with spacecraft in Florida when she worked as a program manager for NASA.

“At the same time, it further expands on a critical refuge and allows Texans to receive a coveted property which has been sought by multiple state and federal agencies for conservation efforts for over a decade,” she said.

An environmental assessment, public comment period and other consultations could mean the disposition of the property could take up to 18 months to complete, according to the Texas Parks and Wildlife Department's general counsel.
